If you people were FAIR to the investing public, you would ban the use of NAKED SHORT and SHORT SALES. Investers can sale PUTS, as a means to invest on the down side. When you all naked shorts and short sales, you enable the manipulators. I invest in precious metal mine shares. Bullion prices are sky high, yet the Jr miners shares are in the tank, off 70% THROUGH CRIMINAL MANIPULATION that the SEC does nothing about. There are concentrated short position on the NYMEX/COMEX, PRIMA FACIE manipulation of the bullion markets, that the SEC does nothing about.
From my perspective, the SEC is turns a blind eye, and bullion suspression supports a strong dollar, and HENCE, the SEC allows the criminal manipulation in the bullion and mine shares to continue.

The specific targeting of Gold, to suppress its price, so as to support and give the appearance of a strong dollar, will and is now supported by the government, and more specifically, by unfair enforcement through SEC Selectivity.

The GOLD CARTEL and their allied silver price managers have really kicked the PM sector, time and time again, and at times have their way with things, driving down bullion prices to give the appearance of strong fiat paper money, the illusion persists. And yet again, as now, the GOLD CARTEL attempts to cap the rate of increases in bullion prices so as not to scare the sheeple and to pretend that all is fine with fiat paper money, perfected through their surreptitious bullion bank gold sales, swaps, loans for short selling, with their manipulative concentrated short futures positions, and with their naked short share selling. Sure, its unfair, its un-American, its anti-competitive, and it is inherently duplicitous. But that is not the point, we have accepted it as the status quo.
Any of you gold bugs mad? Any of you silver bugs upset? Come on, do tell us all how really mad you are. Are you hot as hell? Are you willing to grab a gun, and go hunting for the perpetrators, and defend your rights in the AMERICAN TRADITION? Well, 90 millions of us Americans have guns, yet not a shot has been fired in anger against the perpetrators of the gold suppression scheme, destroying our REAL CONSTITUTIONAL MONEY. Where are the good old vigilantes when you really need them? Well you gold bugs, may be upset, and may be armed, but I don’t think any of you have the guts to show your disgust through targeted violence against the GOLD CARTEL for their market manipulation. Today there is a new critical action on the commodities scene that is deadly serious, and must be taken very seriously, and must be resolved without any further delay, like right now! There is a new group of monsters on the manipulation scene, but this lot has a very different agenda, they want to hedge fund food prices into the stratosphere to make riches, not based upon supply and demand, but merely upon hedge fund made price momentum, and in so doing, starve people to death, while riches are made. Ain't that nice. The villainy of the Gold Cartel gold price suppression pales in comparison to those who would seek to profit through the starving of fellow human beings. It cant get any sicker than that as a way to make a buck. But one thing is sure, you starve me or my family, and I would be locked and loaded at the nearest food store in a single stomach growl.
What is the result of food price speculation? Well, Haiti is up in flames, riots are breaking out in Bangladesh, rice producers around the world are now hoarding food stocks, and more people than normal are starving and will increasingly starve, to death. The black flag of the hedge fund managers indicates that they will take no prisoners, its all about profits. This is not some white collar crime, but mass murder on a global scale giving rise to a global militancy that will have more of an affect on the price of gold than a 1000 GATA conferences. These starving people are not like us Americans, who just sit back and take it, as those being starved really have no other choice but to revolt. Starvation is a tremendous motivator, even to violence, if necessary, and if these world food prices don’t come down, come down big, and soon, the starving masses may just do the deed for us gold bugs.
Oil is going up, as are base metals, and as are food stores. But, you cant eat oil, nor base metals, nor bullion for that matter, but you must eat food to survive. This global food crises, while pathetically hurting the most vulnerable, will be a god-send to us gold and silver bugs and real money believers. It may just be that catalyst that returns the world to real money ahead of schedule. There is NO STOPPING the ramp up in food prices, as food prices will follow the oil price hikes, and commodities in general, and will run wild, especially now with the dog-pile mentality of the hedge fund momentum players on the heels of massive liquidity pumping over the last year, that takes time to affect increased inflationary expectations. The stage for a global disaster could not have been set up more perfectly, by the banksters, manipulators, and momentum players. With the late 07 and early 08 pumping of mass liquidity into the economies around the world, food price hikes have just begun in earnest. The resulting food hoarding is going to get really nasty and really fast around the world. Food prices are high, going much higher, and the world will be thrown, very shortly, into massive global riots, revolts, and rebellions, unless, of course, the world governments act, act seamlessly, collectively, and cohesively, and quickly. Time is of the essence. But how will they act together?
The concentrated COT interest is the easiest target for governments, to perfect a sudden change in speculative prices. It all depends on the motivation to act, and riots, revolts and rebellions tend to get the attention of office holders to move them off their collective butts and do something to fix it. With food prices soaring, with riots now, and revolts just around the corner, governments may act to intervene, and limit futures speculation. Long and short future positions may be limited in quantity per entity, to stop the surging speculative price action in food stores. But this measure should not be specifically targeted to only food stores, as there are laws against commercial discrimination, targeting one group but not another. GATA should remain circumspective and vigilant to point out any unfair discrimination across the entire commodities futures markets. The UN and member countries have a vast array of interests, and any global solution would not be only food specific targeting, as all commodities would be up for censure. Hence, any solution would be UN based and comprehensive across the commodities complex. If you seek to curb long and short speculation and concentrated positions, under the US Constitution, if that document has any more respect these days, the curb must be applied across the board to all commodities, and that includes oil, gas, coal, base metals, food stuff, and of course, and here is the kicker, the precious metals complex.
Governments will have to act, and act fast now, to stem the rising food riots and pending revolts. The only quick fix is to limit futures trading, and that may mean limiting the number of futures contracts per entity, or something of that kind. If such futures curbs are put into place to stop the speculation in food store, the futures curbs should be lawfully applied across the board. As such, these global food riots will force immediate action by governments world wide, which will collectively act to curb futures speculations, which in turn will dismantle the obscene massive manipulative short positions in the precious metal complex, and KABOOOM, the Dollar Index to 0.25, the UN begins treaty talks on abolishing fiat money world wide, and the world sits on the edge of a conversion to a global real money economy. If that occurs, the Gold Cartel is doomed, the suppression game is up, the whole global fiat money complex collapses, and $5000/oz gold by November 08 will be a piece of cake, and then, returning the world markets to a real money gold and silver global economy, will be, as easy as pie.

The Sole Silver Price Depressant
(This essay was written by silver analyst Theodore Butler, an independent consultant. Investment Rarities does not necessarily endorse these views, which may or may not prove to be correct.)
In a recent article, I likened the silver market to a multi-ringed circus, with various activities occurring on different levels. I’d like to draw on that analogy again, and describe the conflicting forces at work that are both pushing prices higher and pulling them lower.
Many factors combine to push prices higher, including investment flows, supply/demand fundamentals, and a long-term depletion of world silver inventories. Current fears concerning financial system stability increase demand for silver as a flight to quality asset. Undoubtedly, there will come a time in the future, at a much higher price, when these same factors will work to depress the new high price. This is the essence of the law of supply and demand.
In stark contrast to the myriad bullish factors in silver, stands a single force depressing the price - a small group of short sellers. Without these few short sellers, the price of silver would be multiples of the current price. To be sure, the dedicated small group of short sellers, operating primarily on the COMEX (and now also in the big silver ETF, SLV) are aided and abetted by others, such as the issuers of unbacked silver certificates and pool accounts. But without the COMEX and SLV short sellers, the low price of silver could not exist.
The primary cause of the current low price of silver is, ironically, the most important factor that will boost prices in the future. Therefore, the short position in silver is not to be feared. It is just a reality that must be objectively dealt with. The evidence is clear and compelling that a small number of short sellers are primarily responsible for the current low price. I am truly amazed how anyone studying or writing about silver (or gold) could deny its importance. That’s not a complaint, as many have come to appreciate the significance of the concentrated silver short position on the price. The evidence speaks for itself and is not dependent on how many recognize the influence of the short position.
The documented evidence can be seen, once again, in the most recently released Commitment of Traders Report (COT). For positions held as of July 1st, the commercials, as a group, increased their net short position by 35 million ounces on the recent $2 rally. The eight largest traders accounted for most of that amount, increasing their net short silver futures position to a two-month high of 70,728 contracts, or more than 353 million ounces. That’s the equivalent of more than 196 days of world mine production. No other commodity comes close to that.
The eight largest COMEX silver traders now hold more than 79% of the net
short position of the entire COMEX silver futures market (all spreads removed). This is a level of concentration that, in and of itself, is unquestionably manipulative. This is a level of concentration that would not be tolerated by the regulators on the long side of silver or gold or any other market. This is a level of concentration only exceeded by the COMEX gold market, at more than 81%. In gold, the commercial net short position increased by more than 40,000 contracts for the week, the largest weekly increase in almost a year. If silver and gold sell-off sharply, there will be no explanation other than engineering by the commercials.
At 353 million ounces, the documented net short position of the eight largest COMEX traders is almost equal to all the known silver in the world. The only problem is that the concentrated shorts don’t own all, or even a significant chunk, of the known silver in the world. If they did, the CFTC and COMEX would have responded to my complaints of manipulation by proclaiming real silver backs up the short positions and not beat around the bush.
That such a documented concentrated short position exists in COMEX silver is beyond question. The only question then becomes, "why are they short?" I have asked myself that question everyday for more than 25 years, since first discovering the anomaly of the outsized COMEX silver short position. The most consistently plausible explanation is that the short position grew so large, so many years ago, that it took on a life of its own. It had become so large that it could not be resolved without scandal and disorderly market conditions.
Yes, the short players have changed over the years. Yes, the shorts have been incredibly nimble in managing their positions profitably (thanks to their counterparties, the tech funds). Yes, the regulators have looked the other way. Yes, the price has climbed sharply over the past few years. In spite of all these things, the short position has endured. If the silver short position had been reduced to levels comparable to other commodities, this issue would have become moot. Certainly, I would have dropped the matter. But the short position has only grown larger and more concentrated over the years.
Much like a parasitic tapeworm or tumor that has grown larger in mass than its host victim, the removal or resolution of the silver short position threatens the very existence of the silver market. Or more precisely, the resolution of the short position threatens the continued existence of the silver manipulation and guarantees sharply higher prices.
In addition to the documented concentrated short position on the COMEX, strong circumstantial evidence has surfaced of a new unreported silver short position in the big silver ETF, SLV. In an article three weeks ago, "A Hidden Silver Default?," I speculated that unreported naked short selling of SLV shares amounted to as much as the equivalent of 50 million ounces of silver, or more. In the past three weeks I would estimate as much as the equivalent of ten million additional ounces have been shorted. I base my figures on several facts.
First, the canned response and denial that everyone received from Barclays was tepid and weak. They should have been outraged by my allegations, and issued a strong and unequivocal denial. Instead, they merely acknowledged that short selling existed and it was normal. I think Barclays inadvertently confirmed my allegations.
Second, the numbers I am attributing to SLV shorting is minor (if you can call it that), compared to the documented concentrated short position on the COMEX. If my guess of 60 million equivalent ounces (6 million shares) in unreported naked short sales in SLV is accurate, that would represent less than 17% of the 353 million ounces held net short by just 8 traders on the COMEX. I would understand doubts about my numbers if the documented short position was 60 million ounces and I was speculating that an unreported additional short position of 350 million ounces existed. Clearly, that is not the case.
The same methodology, SLV share volume and price action, that led me to conclude that up to 50 million equivalent ounces had been sold short from April 15 to early June, tells me up to 10 million additional ounces have been sold short in the past three weeks. In addition, the strong growth in the deposit of gold into the big gold ETF, GLD, over that time of 2 million ounces (almost $2 billion) make the lack of any addition of silver to the SLV more suspect. After all, silver’s price had advanced as much as gold’s price and we had previously witnessed growth in silver deposits while GLD’s holdings had actually declined. All other public and objective evidence (such as US Mint statistics and reports from retail dealers) confirm stronger silver demand than gold. The most plausible explanation for the lack of growth in SLV holdings is unreported naked short selling.
While I believe the large concentrated short sellers on the COMEX and in SLV shares are largely one and the same, there is a critical and important distinction in the motives behind the short selling on the two venues. Sure, the short selling in both markets share a price capping or manipulation motive, but the selling in SLV shares goes beyond price control.
I am convinced the prime motive in the unreported short selling in SLV is incredibly simple and straight-forward - the physical silver needed to be purchased to back up new share issuance is just not available. It’s not there without immediately forcing the price of silver sharply higher. Since the real silver isn’t available for purchase at near current prices, the Authorized Participants (AP’s), who are the market makers in the SLV have no choice but to sell short the new shares being purchased by investors without depositing the required new silver.
What I have just described is a default and a massive fraud. It is illegal by any possible definition. It is a desperate, last-ditch attempt by the manipulative short sellers to buy time before silver explodes in price. Will that desperation translate into a final sell-off? Maybe, or even probably. Should this concern the long-term silver investor? Not in the least. That’s because the desperate and illegal short selling in SLV proves one thing beyond doubt - that we are in the midst of a bona fide wholesale silver shortage.
I believe the naked and unreported short selling in SLV shares is occurring because if the real silver was being purchased, as it should be, industrial users around the world would be denied the silver they depend on for their operations. If industrial users were denied silver, that would send them into a panic and set off a silver inventory buying binge the world has never seen.
So the AP’s in SLV, who are also the wholesale silver suppliers to the industrial users, have made the choice to supply the users at the expense of SLV investors. In reality, there is little real choice. Meeting the fiduciary requirements to SLV investors to have 10 ounces of silver behind every share issued would cause the silver manipulation jig to be up. After all, it is possible to short sell to SLV investors, while there is no way to short sell a silver delivery to a user. Either you deliver to a user or you don’t. If and when you don’t, all hell will break loose.
Long-term silver investors should be positioning themselves for that inevitable day when all hell does break loose. If I knew which day that was, I would tell you. What I do know is that the evidence in front of us show that day is closer than ever.

WASHINGTON - Just as Republican John McCain was unloading on his Democratic presidential rival Friday, he was offering warm, effusive words for once bitter foe Mitt Romney. And Romney, the mega-millionaire former Republican governor of Massachusetts, was pledging to help McCain's presidential campaign financially — and in any other way.
To underscore the point, Romney has decided not to spend time raising money to pay back the $44.6 million he lent his failed presidential campaign.
"Mitt Romney's priority right now is raising money for other Republicans, including John McCain, and not trying to recoup the money he put into his own race," Romney spokesman Eric Fehrnstrom said Friday.
At a Detroit fundraiser Friday that included a number of former Romney donors, McCain heaped praise on Romney, a man he once ridiculed by suggesting that his answer to immigration was "to get out his small varmint gun and drive those Guatemalans off his lawn."
Times have changed. McCain is the GOP's presidential nominee-in-waiting and Romney is getting mentioned as a possible running mate.
"In case you've been missing it, Mitt has been doing such a great job lately on my behalf," McCain told donors at the Detroit Athletic Club. "I said only half in jest — he's doing a better job for me than he did for himself."
He noted that Romney has been appearing as a McCain surrogate on television interview shows, "not only defending, but standing up for the things that we believe in, are important to the future of the country."
At the same venue — and in a television commercial unveiled Friday — McCain had chillier words for Democratic presidential candidate Barack Obama, sharply criticizing his stance on the war in Iraq.
McCain also reminded his audience that Romney and his wife, Ann, spent a weekend with McCain and other potential running mates at his home in Sedona, Ariz.
"And I knew Mitt, and I knew what an outstanding individual he is and what a wonderful family person, but I hadn't had the chance to get to know Ann." McCain noted that she is "battling a disease" — multiple sclerosis — and that "she is a woman of courage and beauty and grace."
Romney's brother Scott is McCain's Michigan co-chairman. "Scott, I thank you for being here and I thank you for the entire Romney family," McCain said.
Romney could be a significant financial asset for McCain. His loan to himself aside, Romney was the most successful Republican fundraiser while he was still in the race, collecting $65 million for his presidential campaign.
With Romney on the ticket, McCain could use his financial muscle to help raise money for the Republican National Committee's presidential effort, which is separate from the McCain campaign. McCain has pledged to accept $84 million in public funds during the fall campaign, a step that would prevent a running mate such as Romney from raising or lending money for a McCain-Romney campaign.

Was watching tube, Foxnews of course, and heard that the bottom 50% of Americans pay 2.5% in taxes and that the top 10% pay 70% in taxes. I thought that wild, and indicating that the 50%-90% crowd pay the other 27.5%. Talk about socialistic income redistribution. Sure, some progressive taxes are good, but extremes can be damaging. It seems to me, I spend half of the free thinking time, of ways to defeat the IRS, and that is a shame. But thinking further, I reached profound conclusions. With 50% of the people paying nothing, and mostly living in godless dependency, as taught them by the leftist, with both poltical parties pandering for votes, we have a point of no return. There is no turning back, until a collapse occurs, it is just a matter of time before the exponentiating gov-care completely destroys the global fiat complex, lead by the FRN demise.
With 50% paying nothing and with the left Hilary gov-care mantra, I will solve your problems and made sure the government takes care of you, the left, the DEMS are promoting expectations, and over time, teach the bottom half socialism as acceptable. WHAT ABOUT ME??!! they ask, I want more from the government. Most Americans now don’t pay any share for that "compassionatism", and look to government to solve their problems and take care of them. And look at the financial mess we are in this day. As I had written earlier, GODLESS SOCIALISM and proven a failed policy over all of mankind's history, yet it is now being repeated yet again. Godliness, now swooning in America, provided most of the safety net, but now, thanks to the left's teachings, it’s the government JOB. And to enable the LBJ's great society, or Hillary's gov-care, we have a fiat regime which when couple with necessary defense spending, render our money worthless, creating a downward spiral of INCREASING governmental expenditure. But what is the long term outcome.
Societies live with negative feedback. Wrong choices are ultimately proven wrong and all that "gov-care" will come back to bite you in the tail, through uncontrolled expenditure and a demoralizing and demoralization of society. So, there must be light at end of the downward cycle of corruption of society in reliance upon others and debasement of fiat money, rather than Godliness in self-reliance with the use of real money. It seems to me that the government is trapped and can not escape the coming collapse of the global fiat complex, lead in large measure by the FRN and the US Lefties. When that collapse occurs, staring in earnest in the 2010-11 time period, economic recession/depression will occur, with drastic actions. Mine and Farm seizures will be had to feed the people as well as stock real money in currency. As gold will not be able to be depreciate like Fiat, the government WILL BE FORCED to live within its means, and that meaning, bottom 50% will have to get a job, and will they be pisst, in view of decades of leftist promises of gov-care. As they are forced to work, that will foster self-reliance and hence the pendulum will swing back to the right, but with the abolishment of the fiat moneys, a good thing, to keep all honest.
So sure, things really look bad, but Iam a traditional American, an eternal optimist, and believe, that there will be a glorious rebirth, when the FED, IRS, and FIAT are abolished and the people return to those roots which made the USA strong, in godly self-reliance.

Societies live with negative feedback. Wrong choices are ultimately proven wrong and all that gov-care and bail outs will come back to bite you in the tail, through uncontrolled expenditure with a concurrent demoralization of society. So, there must be light at end of the downward cycle of the corruption of society in reliance upon others and debasement of fiat money, rather based upon Godliness in self-reliance with the use of real gold and silver money. It seems that the government is trapped and can not escape the coming collapse of the global fiat complex, lead in large measure by the FRN and the leftist mantra and Rightist banksters. When that collapse occurs, starting in earnest in the 2010-11 time period, economic recession/depression will occur, with responsive drastic actions. Initially, gold mines and farms may be seized so as to feed the people as well as stock real money in currency. As gold will not be able to be depreciated in value like Fiat, the government will be forced to live within its means, and that means that this bottom 50% will have to get a job or starve, and will they be angry, in view of decades of leftist promises of gov-care, while the bankster lose their wealth from holding onto fiat denominated assets. As they are forced to work or do without, or take their financial losses, that will foster self-reliance, godlieness, and a return to real money usage, and, hence the pendulum will swing back to the center of traditional America, but with the abolishment of the fiat moneys, bail outs, and hand outs, a good thing, to keep all honest.
So sure, things really look bad just now, but I'm a traditional American, an eternal optimist, and believe, that there will be a glorious rebirth, when the FED, IRS, and FIAT are abolished and the people return to those roots which made the USA strong, in godly self-reliance using real money. Both political parties in the US are pandering votes and exhibiting extreme socialistic programs from gov-care to bail outs. Consequently, the enabling fiat regime will collapse as the world returns to the exclusive use of real gold and silver money as sole medium of exchange, as we are reaching the point of no return for the fiat complex. I consider myself an expert on Civil War military actions, but understand many collateral facts.
The assassination of Lincoln was by an actor Booth, who would be known by all to have access. Lincoln's security was lacking. While Lincoln did expose himself at times, he was mostly surrounded by military and loyal politicians. As an actor, and a rebel sympathizer, Booth had access to Lincoln, obviously.
It would not be a stretch to ask, that after 4 years of war, after the war was already clearly lost, (Lee had already surrendered at appomattox), why only then did Booth decide to act.
Russia was pro union, and it did free the surfs, and had a freedom bent at that time, though, still under the control of the czars, but yes, Russia did send two "friendship" fleets, one from Vladivostok to San Francisco, and one from St Petersburg to Washington DC. However, France and England could act without Russia. There was some tension between France and England with Russia, and Russia threw its support behind the North. I think this more of a opportunity to build an alliance with the US to face down the powers of Britain and France.
France did issue bonds to the Confederate Government, and France supported the south with money. The British wanted to support the South, as well, and allowed many confederate merchant raiders to be built, such as the CSS Florida, CSS Alabama, CSS Shenandoah, and the CSS Stonewall. But initially Britain hesitated, in 1861, and would not do so in 62, unless the South could pull off a major victory on Northern soil. The south made 10 attempts at northern invasions, that were all desperate gambles, (Maryland, Gen. RE LEE 62, West Virginia, Gen. Loring 62, Kentucky, Gen Bragg 62, Missouri, Gen. Hindman 62, Missouri objective Illinois, Gen. Van Dorn 62, Pennsylvania, RE Lee 63, Ohio, Gen Morgan 63, Maryland, Gen. Early 64, Missouri, Gen. Price 64, and Tennessee, Gen. Hood 64). They all were failures. But why would there be so many invasions of the north, if President Davis was committed to the strategic dispersed defensive? These invasions are directly contrary to Davis' declaration that "all we want is to be left alone", yet, Davis' hoped for European intervention. Davis later said, "do not rest your hopes in foreign princes", so he "publicly" gave up on intervention, yet the invasions continued, that would have produced the sought after intervention. The history suggests these invasions were to force the north to the peace table. So, there were two good reasons for these failed gambles.
However, after the North put 600 or so war ships on the high seas, that could destroy the British merchant marine in a heart beat, and with the emancipation of the slaves gathering support from the common British subjects, the British government would not act directly.
The French bonds eventually failed, a total lost, by the end of the war. While I have never heard that Russian commanders were actually under the orders of Lincoln, there was certainly a show of unity, with strategic muscle, well understood by Britain and France. If there were any orders, the Russian friendship fleets would not act, unless some other provocation occurred, such as by the South long hoped for European intervention, particularly from the French and British. Rob Kirby's assertion that Booth acted upon orders from France or Britain to assassinate Lincoln, and that the Russia fleet were under US command, have not been factually proved in any meaningful way.
However, it seems that the timing of Booth's assassination of Lincoln, after waiting for four years, suggests another motivation.
Booth assassinated Lincoln after the south had already lost the war, and hence, there was nothing to be gained by killing Lincoln. The quasi secret support from British for merchant raiders and the sought after cotton, and notoriously open support from the French, do support tenuously, the contention that Britain and France wanted the North to fail, and did in fact, indirectly and directly aid the Southern cause, while Russia was countering the powers of Britian and France.
The assertion that European bankers wanted the greenback gone, so that the bankers could control the financial world, using bank issued money notes with interest, follows and is logical. Hence, there would be motivation to kill Lincoln, the proponent of the interest-free government-issued greenback. The four year wait by Booth suggests motivated to kill Lincoln for some other reason than the south's defeat, and hence, the logical alignment between Western Europe Bankers and the assassin. However, in the end, without more, Rob Kirby's assertions can not be proved in any meaningful way. However, it makes sense, is plausible, the motivations are absolutely aligned, and is great interesting reading.

It will be a sad day for me, to return to the UC Berkeley Campus, for an August 08 football game, with the boys and wife, whereat I graduated in 1975, BSEE, to see those beautiful buildings, and remembering the hard work and good times I had there, to then think that the UC has contributed to OBAMA's campaign, as I reflect upon the Ivory tower socialists permeating the University of California, indoctrinating and infecting our children with unacceptable governmental philosophies of hand-out and bail-outs, that corrupt the self-reliant soul and heritage that built our great country, but which is being torn to the core in moral hazards led in large measure by the teachings of the faculty of the UC teaching the corrupt ways of the socialists on the left and the banksters on the right.
One sad state of affairs, from my perspective, the corruption of souls and markets, leading to irreparable national debt and lost souls, that makes me sad to think of even visiting that beautiful campus. But don't worry, my two little boys are too young to understand these things, and will have a good time, as ignorance is bliss, as are most people in our country. My boys will watch the game in glee, while I soberly ponder their future.

I read Chuck Cohen piece this day posted on LeMenu and found it very interesting. I will note Monty's reference in yesterday's Midas appendix about Goldman Sachs contributing 625,000$ to Obama's campaign. Yet, the current republican administration has effectively given the FED and the treasury a blank check to bail out Fannie and Freddie, and anyone else. Mr. Cohen projects a massive injection of liquidity. Well aint that nice, to inflate house prices, so that Goldman Sachs will never, I mean never, have to write off the current low FMV of booked 78B$ worth of level three CDO trash, when housing recovers on such liquidity injection. Such liquidity of course will rocket gold, just in time for Goldman Sachs to finish covering their short positions, per Adrian's great work, and go long of gold. It is amazing how the Federal Government is, in all affects, protecting Goldman Sachs from losses. I guess Goldman Sachs is not only a connected world class trader, that seems to never lose, but also hedges its political connections with campaign contributions. Massive US Naval Armada Heads For Iran
Operation Brimstone ended only one week ago. This was the joint US/UK/French naval war games in the Atlantic Ocean preparing for a naval blockade of Iran and the likely resulting war in the Persian Gulf area. The massive war games included a US Navy supercarrier battle group, an US Navy expeditionary carrier battle group, a Royal Navy carrier battle group, a French nuclear hunter-killer submarine plus a large number of US Navy cruisers, destroyers and frigates playing the "enemy force".
The lead American ship in these war games, the USS Theodore Roosevelt (CVN71) and its Carrier Strike Group Two (CCSG-2) are now headed towards Iran along with the USS Ronald Reagon (CVN76) and its Carrier Strike Group Seven (CCSG-7) coming from Japan.
They are joining two existing USN battle groups in the Gulf area: the USS Abraham Lincoln (CVN72) with its Carrier Strike Group Nine (CCSG-9); and the USS Peleliu (LHA-5) with its expeditionary strike group.
Likely also under way towards the Persian Gulf is the USS Iwo Jima (LHD-7) and its expeditionary strike group, the UK Royal Navy HMS Ark Royal (R07) carrier battle group, assorted French naval assets including the nuclear hunter-killer submarine Amethyste and French Naval Rafale fighter jets on-board the USS Theodore Roosevelt. These ships took part in the just completed Operation Brimstone.
The build up of naval forces in the Gulf will be one of the largest multi-national naval armadas since the First and Second Gulf Wars. The intent is to create a US/EU naval blockade (which is an Act of War under international law) around Iran (with supporting air and land elements) to prevent the shipment of benzene and certain other refined oil products headed to Iranian ports. Iran has limited domestic oil refining capacity and imports 40% of its benzene. Cutting off benzene and other key products would cripple the Iranian economy. The neo-cons are counting on such a blockade launching a war with Iran.

The USS Iwo Jima and USS Peleliu Expeditionary Strike Groups have USMC Harrier jump jets and an assortment of assault and attack helicopters. The Expeditionary Strike Groups have powerful USMC Expeditionary Units with amphibious armor and ground forces trained for operating in shallow waters and in seizures of land assets, such as Qeshm Island (a 50 mile long island off of Bandar Abbas in the Gulf of Hormuz and headquarters of the Iranian Islamic Revolutionary Guards Corps).
The large and very advanced nature of the US Naval warships is not only directed at Iran. There is a great fear that Russia and China may oppose the naval and air/land blockade of Iran. If Russian and perhaps Chinese naval warships escort commercial tankers to Iran in violation of the blockade it could be the most dangerous at-sea confrontation since the Cuban Missile Crisis. The US and allied Navies, by front loading a Naval blockade force with very powerful guided missile warships and strike carriers is attempting to have a force so powerful that Russia and China will not be tempted to mess with. This is a most serious game of military brinkmanship with major nuclear armed powers that have profound objections to the neo-con grand strategy and to western control of all of the Middle East's oil supply.
The Russian Navy this spring sent a major battle fleet into the Mediterranean headed by the modern aircraft carrier the Admiral Kuznetsov and the flagship of its Black Sea Fleet, the Guided Missile Heavy Cruiser Moskva. This powerful fleet has at least 11 surface ships and unknown numbers of subs and can use the Russian naval facility at Syria's Tartous port for resupply. The Admiral Kuznetsov carries approximately 47 warplanes and 10 helicopters. The warplanes are mostly the powerful Su-33, a naval version (with mid-air refueling capability) of the Su-27 family. While the Su-33 is a very powerful warplane it lacks the power of the stealth USAF F-22. However, the Russians insist that they have developed a plasma based system that allows them to stealth any aircraft and a recent incident where Russian fighters were able to appear unannounced over a US Navy carrier battle group tends to confirm their claims. The Su-33 can be armed with the 3M82 Moskit sea-skimming missile (NATO code name SS-N-22 Sunburn) and the even more powerful P-800 Oniks (also named Yakhonts; NATO code name SS-N-26 Onyx). Both missiles are designed to kill US Navy supercarriers by getting past the cruiser/destroyer screen and the USN point-defense Phalanx system by using high supersonic speeds and violent end maneuvers. Russian subs currently use the underwater rocket VA-111 Shkval (Squall), which is fired from standard 533mm torpedo tubes and reaches a speed of 360kph (230mph) underwater. There is no effective countermeasures to this system and no western counterpart.
A strategic diversion has been created for Russia. The Republic of Georgia, with US backing, is actively preparing for war on South Ossetia. The South Ossetia capital has been shelled and a large Georgian tank force has been heading towards the border. Russia has stated that it will not sit by and allow the Georgians to attack South Ossetia. The Russians are great chess players and this game may not turn out so well for the neo-cons. UPDATE 8 August 2008 ~ War has broken out between Georgia and South Ossetia. At least 10 Russian troops have been killed and 30 wounded and 2 Russian fighter jets downed. American Marines, a thousand of them, have recently been in Georgia training the Georgian military forces. Several European nations stopped Bush and others from allowing Georgia into NATO. Russia is moving a large military force with armor towards the area. This could get bad, and remember it is just a strategic diversion....but one that could have horrific effects. Kuwait has activated its "Emergency War Plan" as it and other Gulf nations prepare for the likelihood of a major regional war in the Middle East involving weapons of mass destruction.
The two-ton elephant in the living room of the neo-con strategy is the advanced biowar (ABW) that Iran, and to a lessor extent Syria, has. This places the motherlands of the major neo-con nations (America, France, the United Kingdom), as well as Israel, in grave danger. So, in the break away Russian state of Chechnya, the Russian cry was national integrity, and Putin's Russia came down hard on the Islamic rebels with a heavy hand. Actually, they should have rights to free speech, something less than perfect in Russia, even to this day, but the rebels have no right to terrorize, murder, hijack, bomb, and slaughter children. Thus, support of Putin's black flag approach was well deserving, and whole heartedly supported by the few ardent war hawks in the world wide struggle against islamofascism.
Russian once included the Ukraine, where now ethnic Russians in Eastern Ukraine disavowed Lenin's freeing of Ukraine in the early 20th century, they wanted to unite back into Russia, which is a counter-revolution that was responsive to the Orange Revolution, whereby Ukraine cemented itself as a sovereign nation, forever free at last. Never forgetting the pathetic scene where Ukrane's Kuchma and Russia's Putin sat together for their last photo shoot with sadden long faces of lost hopes of resurrecting a soviet style economic block, now limited to dictatorial Belarus and strong-man Russia. As well, the ethnic Russians should recalled, that when you attempt assassination of political leaders for political and economic gain, it ends up biting you in the tail, and Ukraine is now free at last, free at last, praise God almighty, Christian Ukraine is free at last.

President Bush and Prime Minister Putin were on hand of course, for that spectacular, but most interesting of all, was the absence of Razputin's cirkovoy mishka, (Putin's little circus bear) President Medvedev, (literally President Bear), you know, the face man, any notorious frat would love to have up front when visiting an Iranian tri-delt sorority, with his civil manner, and polite demeanor, perfect for a China spectacular visit, but was conspicuously a no show for THE show of the 2000s decade, for sure. Apparently, Putin did not need his lap cub, and Bush and Putin were suspected of engaging in sending each other, by covert circling pigeon couriers, secret love letters, back and forth to each other, while holding hands in the stadium, dividing up Iran's future prospects, the Russians getting exclusive rights to nuclear reactor fuel processing business while the USA gets first dibs on Saudi oil and right to militarily maintain the vital straights of Hermuz open for free trade, without being in the shadows of a nuclear standoff in the Persian gulf, hence putting on alert a couple more carrier battle groups now enroute to the Persian Gulf for a Gulf of Tonken redo. The Chinese of course will not block an Iranian blockade with the first American president in history going to a foreign Olympics to ensure the success of that grand show to China's delight, as the qui pro quo. The Russians and Chinese, of course, up front in public condemn America's bold aggressive actions in the middle east, while secretly in their Olympic stadium box-seats, root, GO GO USA, GO GO USA, but shhhh, don’t tell anyone, those are state secrets, and Russia has learned from Chechnya and China has its own Xinxjuan province full of throat slitting islamofascists. Like it or not, the whole world must fight the scourge of intolerant Islam, and Russia and China are both privately rooting for TEAM USA.
But lets get back to Russia and its failure to learn the lesson of under-handed methods in political foreign affairs. In Georgia this day, Georgian national army struck hard at a break away province in northern Georgia full of ethnic Russians, kind of like, the Ukraine where eastern Ukraine is also full of ethnic Russians. Russia is supporting the ethnic Russians in northern Georgia, and is getting burned, losing many soldiers dead, and had already got bit in the tail while exposing their direct interference into the private affairs of a sovereign nation, Ukraine. Well, history, as well as mistakes, repeats itself time and time again. The duplicity of course is Russia maintaining its national integrity in Chechnya, while then, providing opposition support in the Ukraine as well as now Georgia's break away portions of a sovereign state.
This time around, Russia will get burned, big time, with many killed, as the Georgians want NATO membership, and will apparently fight with military might, if necessary, even against the RUSSIAN BEAR, to ensure their freedom. Russia better get Putin back from his love fest with Bush at the Olympics, and put an end to Russian intervention, or Russia will get a very public black eye, many more killed soldiers, and drawn into a conflict, in which they can not win, as for them, it’s a no win situation, with the circus bear in over his head. Two additional United States naval aircraft carriers are heading to the Gulf and the Red Sea, according to the Kuwaiti newspaper Kuwait Times.
Kuwait began finalizing its "emergency war plan" on being told the vessels were bound for the region.
The US Navy would neither confirm nor deny that carriers were en route. US Fifth Fleet Combined Maritime Command located in Bahrain said it could not comment due to what a spokesman termed "force-protection policy."
While the Kuwaiti daily did not name the ships it believed were heading for the Middle East, The Media Line's defense analyst said they could be the USS Theodore Roosevelt and the USS Ronald Reagan.
Within the last month, the Roosevelt completed an exercise along the US east coast focusing on communication among navies of different countries. It has since been declared ready for operational duties. The Reagan, currently with the Seventh Fleet, had just set sail from Japan.
The Seventh Fleet area of operation stretches from the East Coast of Africa to the International Date Line.
Meanwhile, the Arabic news agency Moheet reported at the end of July that an unnamed American destroyer, accompanied by two Israeli naval vessels traveled through the Suez Canal from the Mediterranean. A week earlier, a US nuclear submarine accompanied by a destroyer and a supply ship moved into the Mediterranean, according to Moheet.

Recall the memo "propaganda in the land of the Silver Dragon", where state run China TV broadcast praises of the Chinese Government about every third sentence that would offend any civil libertarian, and no doubt would cause OReilly to have a heart attack, if he lived there. Now lets recall that Putin called Bush a "maniac with razor blades", but Bush, in thoughtful reply, thanked Putin for supporting 6-party NK talks and for sanctions on Iran, and other cooperative acts, remaining civil, whilst papa-bear screech from afar, pisst he was limited in capabilities, and apparently, aforethought as well. Let me explain.
Now Bush was masterful in the strategic game, with Pakie-land, then Afghan, then Iraq, with Qutar and Israel in close support, with Persian Gulf carrier battle groups, and hence, the five star award for the grand strategic play to isolate Iran, in a circle, the heart of militant Islam, the ultimate prize. Bush had been waiting four years for Iraq to chill out before he could move on Iran, them Shia coward under Saddam for so long, it took some time to get them to stand up, and the insurgency was tuff, but now Bush can claim victories in NK as well as Iraq, and as well as upon the Taliban and Al Queida with remnants now holding up in mountain caves. But Bush could not act upon Iran until after the Olympics, or his host, HO, would be all pisst off with the rain on his parade.
However, once the bird's nest show started, carrier battle group reinforcements stealthfully were sent to the Persian Gulf for the Gulf of Tonken redo. So, they go on station quietly during the Chinese big show. Kind of sneaky, I suppose, but now comes the real fun. If you notice, the Chinese root for the Americans at the Olympics, and not the Russians, because they ALL KNOW that America and that means BUSH, wants them all to have freedoms denied by their Government, whereas Putin is just another color of Ho, who denies them just human rights. Bush had endured insults from Putin for four years, and yet, through it all, he remained civil no doubt biting his tongue. Yet, as soon as the China show got underway, Bush had the Georgians strike hard in the break away provinces, and Russia, with Razputin's Cirkovoy Mishka (Putin's circus bear), left "home alone", and in charge, acted and threw in a tank division to roll-over the Georgians in response.
Georgia is a no win situation for Russia, staying out, and Putin and his strong-man cronies are disgraced in mama Russia, going in, and Russia and its pathetic war machine are slammed in public opinion. So, imagine what Bush and Putin are thinking, as they are sitting there at the bird nests, right next to each other, with a woman (Laura) between them, and hear about the Georgian attack. Putin I bet just got hot flashes all inside, while Bush could have hardly restrain and contain himself from breaking out in on the floor laughter and glee, as sweet revenge is a dish best served ice cold. Of course, Ho aint so pleased with the Georgian strike, but who cares about that, and Ho certainly aint please with Putin's lap cub, Malika Mishka (little bear cub), left "home alone", and making a major military move during HO's grand parade.
Bush made a fool out of Putin, in front of everyone, just in time, to make Ho mad at Russia, just in time for the big parade, while Bush watched the grand show, thanking his lucky stars!

In reading above its clear that the Georgians struck first in a sneak attack during the Olympics. The Georgians started it, but was it wrong? I say no. I simply raised the question, by gross satire, if Bush was behind the decision, to debase Putin's growing political power, by putting the Russian Bear in a no-win situation.
However, I view this action as inevitable, and part of the gobal confluence, in that, there is NO TERRITORY disput, the break-away provinces ARE in Geogia, with an unlawful Russian presence therein, fueling tension. So, Georgia has ever right to assert control. If ALL the people in Georgia vote in a 3/4 super majority (constitutional change), then OK, break away, but that wont happen. You may be aware we had the same problem in the US, it was called the civil war, 1861-65. A minorty area, in a democracy, can not just decide unilaterally to break away, because they are dominated by the central whole. To be proper, it must take a super-majority of the whole, to lawfully allow a democratic country to split apart, based upon consent of the whole. The Russians, if noble, should require such a super-majority vote, and in the interim insist that Georgia provide civil rights to the citizens in thos provinces, without occupying it, and there is the RUB. People in the break away province are IN THE WRONG by defying Georgian central government, and Russians are wrong in supporting them. But supporting democracy in foreign lands is not the style of the Russian Bear, to insist upon a super-majority of the whole and upon civil rights of the minority. The Russian style is one of domination, its cultural with them, from the czars to the soviets to strong-man Putin. Here, the pressure in Georgia to cement its terrority and borders, would lead to such a strike in the presence of foreign occupiers. It was bound to happen, with Russia effectively pushing it with their presence. So, I lay blame on Moscow for not promoting Democratic Ideal in Georgia.

Derrick. Many times you comeout sounding quite intelligent but involve geopolitics and you have a definite murderous charachteritic where you think killing is condoned as long as it is for the side you root for. Fair balance should have at least acknowledged that Georgia started the aggression by killing amongst other 10-12 Russian peacekeepers without giving any notice. As a result it seems as if up to 1500 civilians were killed in mindless bombartment.
You are entitled to think Putin come out looking like a fool for retailiating. My opinion is of course that he would have looked like a weakling if he hadn't.
I have no trust or love for the russian bear but Georgia did first blood so whose ever side you take I don't see how it can be theirs.

It will be a sad day for me, to return to the UC Berkeley Campus, for an August 08 football game, with the boys and wife, whereat I graduated in 1975, BSEE, to see those beautiful buildings, and remembering the hard work and good times I had there, to then think that the UC has contributed to OBAMA's campaign, as I reflect upon the Ivory tower socialists permeating the University of California, indoctrinating and infecting our children with unacceptable governmental philosophies of hand-out and bail-outs, that corrupt the self-reliant soul and heritage that built our great country, but which is being torn to the core in moral hazards led in large measure by the teachings of the faculty of the UC teaching the corrupt ways of the socialists on the left and the banksters on the right.
One sad state of affairs, from my perspective, the corruption of souls and markets, leading to irreparable national debt and lost souls, that makes me sad to think of even visiting that beautiful campus. But don't worry, my two little boys are too young to understand these things, and will have a good time, as ignorance is bliss, as are most people in our country.

Yeap, every time I buy, baby tanks. This is TA damage for sure. I plans on buying throughout the winter, only a toss up between shares or bullion. Bullion can be volatile and may surprise to the upside, but now, I suspect that RichieDoc's odd/even years will hold, in that, new highs (sinclair's and my 1200 call this year is out, (I called 1200/23 this year, and it dont look good), and new highs may not be seen until winter 09-10, meaning that a repeat of the 04 and 06 1.5 year consolidation. Mine share and bullion can be accumulated over this period. So that remains the plan, continuous accumulations bullion eagles/mine shares, which purchases therebetween depending upon prices at the time.
Of course, the financial world and fiat spending and bullion volatility could change things in a matter of months, will it?, dont know. In mean time,

Gold has now moved back down to the 200mda, and that was 775/oz, it was hit this morning. So, the BOTTOM is in in that regard. Picking bottoms is always difficult, but capitulation seems apparent to everyone.

Feb 04, March 06, and March 08 peaks, each preceeded by a 1.5 year consolidation, indicating a 1.5 year consolidation from March to October a year and half later. This has been documented by RichieDoc, who, as well and I, indicate 08 may/will be different. Well that has fissled out so far, and hence back to the odd/even stair step, which, as far as a 20 year bull run, are good corrections and constructive long term, sustaining the bull out in years. So, while we are being crushed just now, the buy plan remains in force, as well as the long term bull.
More suggestive, is the current retreat to PHASE II. Bullion started moving up in 1999/2000 beginning in what was referred to then as PHASE I, and move off the lows in an up channel. In December 2005, it appeared that bullion had moved into phase II, a high rising linear up slope, Then, with the 08 move, people started talking in term of the parabolic move in phase III which if extended would inidicate a move to 3K$/oz in a final blow off, which did not happen, but instead, the price has now moved down to the bottom of the phase II up slope, thereby extending the longer term bull, and providing more of up surge to 5K$ when that phase III really begins. So, the 2010-11 2750/oz target remains, but now with an extended 2012-13 rise to $5,000/oz move, but if it goes parabolic then, we are looking at $10,000/oz. We got an 06 and 08 head fake to phase III, retreating to base line phase II, which, for the longer term, 15 years out, is a very good thing, if you are like me, into bullion, until death do part us.

However, you should openly deny Poland's request for broader assurances and US Troop presence, as unnecessary, (which would be gobbled up in an all-out russian offensive if planned anyway, unless that US presence on the ground was substantial, and would not be to particularly smart anyway, but throw the Russkie's a Bone so they can save face, with talk of rejecting Poland's call for direct US presence. Also, Tell the Georgian to sedate hostilities, openingly, blame it on both sides, (a little) but have the Georgians opening proclaim to the world that all they want their borders secure, as any nation would, from Russia presence, yet they should offer protection abakarian and ossieta population that they will have full protection of political and human rights if they stop their rebellion to central authority, (more than what they would get from a Russia Bear), that all local politicians can be voted for by local elections as in any other Georgia state, and all local politicians can represent their constinuency in the national government, in other words, guarrantee all rights, with UN peacekeepers to over see the same.

A top Russian general said Friday that Poland's agreement to accept a U.S. missile interceptor base exposes the ex-communist nation to attack, possibly by nuclear weapons, the Interfax news agency reported.
The statement by Gen. Anatoly Nogovitsyn is the strongest threat that Russia has issued against the plans to put missile defense elements in former Soviet satellite nations.

I don’t really have a problem with a sovereign government ordering the assassination of a spy turn-coat, the problem of course, was that the deed was done on British soil, with London in a fuss and demanding extradition of the alleged assassin, with Moscow refusing, of course, and in retribution to the extradition clamor, the Russians are shutting down British-Counsel offices, one of which was the recently targeted one in Ekatrinburg, east of Moscow, and all of which are purportedly cultural exchange offices, teaching English and Western Culture to Russians, the charges being alleged trump up charges of tax evasion, and alleging its a spy front, as Putin attempts to apparently silence non-government organization (NGOs), particularly foreign ones, from operating in Russia, and meddling in Russia's internal affairs. This is kind of like Nixon's "outside agitators" operating on the UC Berkeley campus or others in the early 70s. The difference of course is that Nixon was a War President, and Putin is not, and so, the justifications for sensorship does not seem apparent in Russia. What do they have to loose, with free speech, by anyone, I ponder continuously, without result.
Maybe PM Brown should follow Churchill's then example, and ignore the executions, to preserve the alliance. That is, let it go, to sustain the cultural exchanges, the long term gain, for Russia and the world.
I get the over all impression that Moscow, and that means Putin, just does not like the west telling Russia that it needs further reforming and hurting control that may be deemed necessary to keep Russia on track improving its economy. Of course, I have no way of really telling the truth of any of it, from my garage computer. But cultural tendencies are hard to change, and the NKVD set a standard early on, that’s for sure. Of course Putin has done nothing of that nature, but the problem was not the executions per se, but the absolute rule that eventually corrupts absolutely.
Who really knows why Moscow is so resistance to absolute free speech, maybe its just cultural, and many Russians just don’t care, anyway. I don’t fully understand them, nor do I really know it all. I doubt if Professor Igor's english book on Russian culture, will explain Putin's motivations satisfactory. So, the mystery will continue.
But, with Putin as PM and Medvedeva as President, look out for the good-cop bad-cop routine on the international stage. Medvedeva is perfect as the international polite face man, and I think from Putin's power play perspective was a great choice. I of course will be advising Putin that Stalin's image just aint that great these days, as the world looks in retrospect, on absolute controls. Putin so far has done very well for Russia, and his legacy, is now his to loose in disgrace or cement in glory, in perpetuity.

There are those who say that West European blocking of US favored Georgian NATO membership was a signal to MOSCOW to launch in Georgia. Hell, German pussies in Aghanistan could be construed as such. But, that is BS. Then, they say that Missile deployment in Poland will block other's from joining NATO. BS These eastern european and Cacusus countries Georgia, Armenia, and Aberzanie, are affraid of the Russian Bear and want NATO membership or protection, and Western Europe, renown for their weak ways, are going softly. That is the good cop EU bad cop US routine. Nato is effectively at Russia's door step, and Putin cant win on this, and hence, the time is needed to resurrect a "pan-european" NATO flavor, and seek Russian participation and join them to the common cause, supporting pro-west Russian politicians, with Russia and NATO sitting right next to their bestest pal, uncle sam, "their bestest friend and big toe", Winger, movie Stripes, Bill Murray. This Georgia is all small potatoes for true soviet style expansion, its more of Putin saving face. Surely Russia could persuade Russian citizens in Georgia to come home or to live under a democratic Georgia, but Putin does not possess in his heart a true love of democracy, its more of tolerance, and some of out-right Czarist behaviour. Russia's moves help the Hawks anyway, and undermines Russia's public posture. It may be decades before the Russians can feel the need to promote democratic ideals, and practice that themselves, but the jeanie is out of the bottle, and in time, Russia will chill out.
Move slow with NATO expansion, keep up the pressure, attempt to draw the Russian into NATO, and keep up the pressure on Democratic and Human rights about the globe, and BOMB THE F**K out of Iran.

In early 2002, some 200 U.S. Special Forces soldiers landed in the former Soviet republic of Georgia to train the Georgian army in anti-terrorism techniques, including how to protect a planned oil pipeline from secessionist or anti-Western saboteurs.
With strong encouragement from Washington, Georgia was finalizing a deal with its neighbours, Azerbaijan and Turkey, and Britain's BP PLC to build a $3.9-billion (U.S.) pipeline from the oil-rich Caspian region to the Turkish port of Ceyhan on the Mediterranean Sea.
The 1,768-kilometre, somewhat-circuitous route bypassed major U.S. rivals in the region, Russia and Iran, as well as Armenia, the traditional enemy of Turkey and Azerbaijan.
The Baku-Tbilisi-Ceyhan (BTC) project, completed in 2005, entailed tremendous commercial risk because the three participants were involved in violent struggles with neighbours or internal separatist groups, and the pipeline would be vulnerable to sabotage. Under the agreement with BP, each country was to provide security within its borders and be responsible for losses should the pipeline be shut down as a result of political violence.
It was part of the United States' effort to reduce Russia's dominance of the region's booming oil trade, and by doing so to encourage the development of independent-minded states on its rival's southern flank.
Now, with its invasion of Georgia, Moscow has dramatically transformed the real-world game of Risk that is being played out in the region.
For more than a decade, Russia watched while the U.S. and Europe played the new “great game” of energy geopolitics in its own backyard. It was 10 years ago this weekend that Russia plunged into financial crisis by devaluing the ruble and defaulting on its mounting debt.
With the Georgian invasion, the Kremlin has sent notice that it now controls the Risk board. And that it is willing to use its armed forces to back up what it regards as its national interest in neighbouring states.
At stake is control over one of the world's most promising new sources of crude oil – one that could rival the impact of the North Sea a generation ago. The U.S., in particular, has worked strenuously to minimize Russia's influence over this energy development.
“While it is early days to say what the security situation is going to look like in Georgia longer term, the events of the past few days deal a blow to the U.S.'s plans to support existing and new oil and gas routes that bypass Russia,” Tanya Costello, Eurasian director with the political risk consultancy, Eurasia Group, said yesterday.
For BP, the Russian invasion of Georgia could turn into a nightmare if it forces it to keep closed two oil pipelines that pump more than a million barrels a day of high-quality oil into world markets. They represent an overall revenue stream of $100-million (U.S.) a day among the oil company and its partners.
But then, BP recognized the risks before going into the project and insured against losses with host governments and export credit agencies. David Kirsch, an analyst with Washington-based PFC Energy Group, said multinationals like BP have no choice but to operate in extremely risky areas. “You go where the oil is,” he said.
However, the Russian economy may also pay a price over the conflict, which further tarnishes its reputation as a safe, reliable economic partner and has provoked confrontation with the United States.
Ms. Costello said the Georgian war – which was motivated by political rather than energy concerns – has added to the nervousness of foreign investors, who dominate the Russian stock market.
In recent months, Russian markets have been rattled by the battle between BP and its Russian partners, who received government support for control over joint venture TNK-BP, as well as government threats to prosecute companies that raise prices too aggressively.
“What happened in Georgia has come on the back of other events in Russia that have increased market concerns,” she said. “Together, these are increasing the risk perception around the Russian market.”
Moscow's aggressiveness and lawlessness has clearly turned off some Western investors. “Take all the money you want to lose to Russia and you won't be disappointed,” quipped Toronto business leader Seymour Schulich, who has spent a lifetime in global businesses.
But the country's vast energy and mineral wealth, and its booming construction and retail sector, amount to a lure that is too enticing for many to pass up, regardless of the widespread criticism.
Inbound direct investment in Russia totalled $45-billion in 2007, and is not expected to be dramatically affected by domestic squabbles or Russia's foreign adventure.
“I don't think direct investors will be so easily deterred and they will still be seeking opportunities across all different sectors of the Russian economy, including energy,” Ms. Costello said.
Despite setbacks, most of the international oil companies continue to operate profitably in Russia. BP has made enormous returns from its TNK-BP partnership, even as its battle with its Russian billionaire partners heated up and its executives either fled the country or were expelled for overstaying their visas. Fadel Gheit, an analyst with Oppenheimer & Co. in New York, said BP has already earned back its investment in the joint venture, though it may still lose out if forced to unload its interest in a fire sale.
Western governments and producers regard the Caspian-Central Asian region as they had viewed Russia not so long ago – an important source of production growth outside the cartel of the Organization of Petroleum Exporting Countries, and an attractive area for investment by their multinationals.
But as the West has had to reconsider Russia's role in the global energy picture over the past five years, it will now have to recalibrate its assessment of the security of supply from the former Soviet states.
Moscow's aggressive energy policy in seeking to dominate energy trade in its “near abroad” – as it calls the former Soviet republics – is consistent with the approach taken to the oil and gas industry by former president Vladimir Putin. In bare-knuckle fashion, Mr. Putin reversed a decade of wide-open capitalism to reassert the dominant role of the Russian state, heavily dependent on oil and gas for revenue.
Mr. Putin “intended to reorganize the Russian oil and gas industry to enhance the power of the Russian state,” says Martha Brill Olcott, an expert on Russia with the Carnegie Endowment for International Peace. “Only then, after the reorganization was complete and the state's capacity to protect the national interests in this strategic sector was reaffirmed, would Western firms be invited to participate in the Russian market.”
As rising oil prices strengthened the Kremlin's hand, the former president, who still wields considerable power as Prime Minister, acted to correct what he viewed as the unacceptable status quo in the energy sector.
His government reined in the freewheeling Russian businessmen known as oligarchs, most famously through the controversial prosecution of OAO Yukos chief executive officer Mikhail Khodorkovsky. Yukos' assets were later sold at bargain prices to state-owned companies.
He changed the advantageous terms for Western companies operating in his country, annulling exploration licences won by Exxon Mobil Corp. and Chevron Corp. in the Sakhalin offshore, and then forced Royal Dutch Shell PLC to sell its Sakhalin holdings to state-owned OAO Gazprom.
He unilaterally raised previously subsidized natural gas prices to former Soviet republics such as Ukraine and Belarus, raising the threat of disruptions to gas exports that flow through those states to Europe.
Mr. Putin's assertiveness was fuelled by Russia's growing economic clout, which resulted from rising oil and gas prices. Russia remains the world's second-largest producer of oil, at close to 10 million barrels a day, and the largest producer of natural gas.
When he took power in 1999, crude prices averaged $10 a barrel and Russia was virtually bankrupt. Since then, Russia has averaged 7-per-cent economic growth a year – 8 per cent in 2007 – and has run a string of budget surpluses that last year topped 3 per cent of gross domestic product.
As a result, its foreign reserves grew from $12-billion in 1999 to $470-billion at the end of last year, a measure of economic strength equalled only by countries such as China, India and the oil producers of the Middle East.
The added riches stoked Russia's ambitions to be an energy superpower. To bolster its presence in energy markets, Moscow not only boosted the government's role domestically but has also sought to dominate the export of oil and, especially, natural gas, from its southern neighbours.
The transportation issue is both economic and political: Russia reaps huge revenues and more control over export prices by having its state-owned firms deliver crude and gas from competitors in the Caucasus and Central Asia. At the same time, control of those exports gives the Kremlin massive political leverage over Europe.
“Russia knows they are providing huge amounts to natural gas to Europe – that they have a stranglehold on Europe,” said Oppenheimer's Mr. Gheit. “There is no question in my mind that Russia is going to play its energy card as much as it can.”
Few analysts believe this week's invasion of Georgia was motivated by Russia's energy ambitions, but it clearly supports the Kremlin's goal of exercising more clout in the broader region.
As a result of the invasion, Georgia's reputation as a safe alternative for transporting crude oil and natural gas is threatened, and Central Asian producers will have to reconsider the risk involved in their various plans for getting their oil and natural gas to Western markets.
“There are certainly very strong parallels between the development of Russia's domestic policy and its projection of influence over the other former Soviet countries,” Julian Lee, a senior analyst with London-based Centre for Global Energy Studies, said in an interview. “Russia has always felt it would like to exert a high degree of control over the development of the oil and gas industries of both Central Asia and the Caucasus, as well as its own.”
Stephen Blank, a professor of national security affairs at the U.S. Army War College in Carlisle, Pa., highlights the American distrust of Russia's energy policy in the region, though he added those energy goals were of secondary importance in the current crisis. “Russia's energy objective is to monopolize all Caspian energy flows to Europe, so that it can then blackmail Europe and force political changes to European policy,” Prof. Blank said.
It can then play that energy card to block further NATO expansion to its borders, to prevent criticism of its anti-democratic government, and to win support for the foreign ambitions of its state-owned companies, he added.
PIPELINE POLITICS
The United States has long viewed the Georgian energy corridor as the linchpin of its policy of encouraging independent, pro-Western states to develop in the former Soviet states in the Caspian and Central Asian regions.
At a meeting of the Organization for Security and Co-operation in Europe in Istanbul in 1999, then-U.S. president Bill Clinton lobbied hard and won agreement from Azerbaijan, Georgia and Turkey to proceed with the Baku-Tbilisi-Ceyhan (BTC) pipeline project.
The deal represented a major victory for U.S. foreign policy.
The high stakes in the “new pipeline politics” had been clearly spelled out two years earlier – somewhat undiplomatically – by Sheila Heslin, who had earlier served on Mr. Clinton's National Security Council as director of Russian, Ukrainian and Eurasian affairs.
At the time, Western oil firms were making major investments in the energy-producing states of Azerbaijan, Kazakhstan and Turkmenistan, but export routes were still under discussion.
Washington's fear was that the former Soviet producers would be forced to market their oil and gas through Russia and Iran, thereby conferring both economic and political clout on America's rivals. (Even then, the U.S. was enforcing sanctions against Iran over its nuclear program.) In a New York Times opinion piece, Ms. Heslin wrote that “the consequences would be dire” if Russia and Iran locked up the main pipeline routes for the Caspian and Central Asian resources.) At the time, Shell was planning to build a $2.5-billion natural gas pipeline from Turkmenistan through Iran to Turkey. An oil pipeline was already under construction that would move crude from Kazakhstan's rich Tengiz field to Russia's Black Sea port of Novorossiysk.
A second oil pipeline was being considered, and it would be routed either directly through Iran, or by a more circuitous path through Georgia. Ms. Heslin said vital American interests required Washington to ensure the Georgian route won out.
Washington's staunchest ally for the Georgian route – in addition to Tbilisi itself – was Azerbaijan, which was already sending crude exports through a Russian-controlled pipeline but wanted to diversify and did not trust Iran.
When the agreement was struck in 2003, the BTC pipeline had generous backing from Western governments, including the World Bank's International Finance Corp., the European Bank for Reconstruction and Development and seven national export credit agencies.
The BTC pipeline opened in 2005, complementing the smaller Baku-Supsa line that BP also operates and the Russian line that ends in Novorossiysk.
This week, BP was forced to shut down the Baku-Supsa line, which delivers 100,000 barrels a day of oil from Azerbaijan to the Black Sea port of Supsa. The company said it was planning to reopen the line as soon as possible.
The larger BTC pipeline had been shut down last week as a result of apparent sabotage by a Kurdish separatist group. BP is hoping to reopen the line after Turkish officials complete repairs next week, assuming the situation in Georgia has stabilized.
Georgian officials – backed up by Western press reports – claimed Russian bombers had targeted the buried BTC pipeline, but BP said it saw no evidence to support those allegations. Analysts said they did not expect Russia to deliberately target the Georgian pipelines, noting that the Kremlin is eager to bolster its claim that it is a reliable energy partner.
NO TEARS IN MOSCOW
Fallout from this week's Georgian war may, however, affect future decisions regarding pipeline routes, and persuade Central Asian states – which have better relations with Moscow than either Georgia or Azerbaijan – that the risks of partnering with those U.S.-friendly states is too great.
Those decisions will not only affect Europe's dependence on Russia for its gas supplies, but will directly affect the return on investment of international oil companies that are operating in Azerbaijan, Kazakhstan and Turkmenistan.
Those states are expected to contribute major growth in non-OPEC global oil and gas production. Azerbaijan and Kazakhstan are expected to boost crude production from 11/2 million barrels a day two years ago to 21/2 million currently, to up to six million barrels a day within the next 15 years.
“What is really at stake is the unrestricted access of Caspian oil to world markets,” said the Centre for Global Energy Studies' Mr. Lee. “If, as a byproduct of the conflict in Georgia, people become more wary in the future of expanding the capacity of the export corridor through Georgia, then there will be no tears shed in Moscow.”
Eurasia Group's Ms. Costello said the key to future projects through Georgia will be the degree to which the country returns to normal after the Russia occupation of up to a third of its territory. Serious and continuing instability in Georgia could force producers like Kazakhstan and Azerbaijan to rely more heavily on Russian export routes.
Russian President Dmitry Medvedev said Russia's sole motivation for its incursion was to defend the residents of separatist Georgian enclaves, South Ossetia and Abkhazia, from Tbilisi's aggression. The Kremlin has long denied it covets “energy superpower” status or that it uses energy as a political weapon. It insists it remains a dependable supplier of energy to world markets.
By yesterday, a de facto ceasefire was in effect, though Russian troops remained in Georgian territory beyond the disgruntled enclaves where they had previously maintained a peacekeeping force. With U.S. Secretary of State Condoleezza Rice at his side, Georgian President Mikheil Saakashvili signed a ceasefire that would require Russian forces to withdraw to South Ossetia and Abkhazia, though not out of the country completely.
Short of a continuing crisis, the regional oil producers are likely to continue developing non-Russian export routes to reduce their dependence on their aggressive northern neighbour.
Kazakhstan already exports 60 per cent of its oil through Russian pipelines, but Moscow is blocking expansion of a line owned by a broad consortium that delivers Kazakh oil directly to Russian terminals on the Black Sea. Instead, it would force Kazakhstan to blend its high-quality crude with lower-grade Russian oil in the line controlled by state-owned Transneft.
There has been some speculation about building a pipeline across the Caspian Sea to link Kazakh production with an expanded BTC line, but both Iran and Russia – which have sea coasts on the Caspian – would have veto rights over those plans.
Instead, Kazakhstan is likely to ship the oil across the sea by tanker, and then feed it into pipelines leaving Azerbaijan.
European consumers are also hungrily eyeing Turkmenistan's growing natural gas production, as a way to reduce reliance of Russian exports, which account for 25 per cent of European demand and much greater than that in key markets like Germany.
But natural gas is more difficult than oil to transport because it cannot be loaded on tankers or rail cars. There are proposals to build a sub-Caspian pipeline and then ship the gas into central Europe, a project known as Nabucco.
Analysts say the Nabucco project faces commercial obstacles that are more problematic than the political resistances of Russia, largely because Russia and even China would provide greater prices – net of transportation – on gas sales from Turkmenistan than the Central Europe market could offer.
So while oil producers may succeed in diversifying their export routes, natural gas suppliers will remain beholden to Russian and its monopolist, state-owned Gazprom.

So what is the story here, Moscow-Tehran alignment, to counter the West, and control oil through Georgia between Turkey and Eurpore and Eurasia Turkmenia and Kazakstand, lessen OPEC and Russia oil and gas dominace, which makes sense, I suppose. I doubt Bush gave the Georgians a green light to strike, (but you never really know), but was supportive with arms sales and supportive of NATO membership, so, the Georgians moved in on their own, which they have a right to do, but did so during the olympics to get maximum international sympathy, which they did, and hence, gained somewhat in world opinion, but now have Russian tanks deep into their country, but these are suppose to pull back. Lets see. Georgia knew the West would rally to their cause, especially with the strategic BTC pipeline in Georgia, separating Moscow and Tehran. Moscow did not disappoint them, with a severe counter-move, which is being played around the world. This of course plays into Bush's and McCain's hands as collateral motivation to strike Iran for Regime change.
Moscow has a long way to go before it practices full democracy and promotes the same world wide. Poland is separated from Russia by dictatorial Belarus, and now it is a lock, Poland will deploy. Again, the US should offer interceptor protection to MOSCOW, to again encourage NATO membership by the Russians, if they clean up their act and resolve all border disputs. The long term ploy, GET THEM LOCKED IN to full democracy, and all this soviet style strong-man diplomacy falls to the ground, with the world more civil in so doing.
So, I still think the better play is to push NATO expansion into Ukraine and Georgia, while offering Russia membership if it cleans up its act, deploy interceptors in POLAND while offering MOSCOW protection, which will be refused, but shows the world that we seek civil mutual protection, and no more, and will give democrats in Russia campaign fodder, that will eventually bring Russia around to fully joining all nations' democratic civility. When? Dont hold your breath, its cultural with them, strong-man rule, and Putin is in firm control, they dont change horses often, and it will be the big bad papa bear with centralized control for some time to come. What we need is for Russia to plant missiles or bombers in Cuba or Venisulia, and watch a Cuban Crises take down OUR PAL PUTIN. Subject: Pakistan should start a move towards Democracy
President Bush, my beloved president. I am often taken back by the chants of "Death to America" coming out of Iran. This belligerence towards the US has it origins in a mistaken foreign policy by the Nixon Administration and that came to head during the Carter Administration, through our unequivocal support of strong-man rule, such as the Shaw of Iran, leading to 30 years hostilities with no end in sight. Ex president Carter has no moral footing to condemn the current Bush administration's actions, because at least you president Bush, have herald in the democracy century, and are activity setting up democracies in the middle east, the only true way to win the war on terror in the long run. We should learn from our mistakes. That mistaken foreign policy stems from US desires to conduct it trade in peace, and hence the US supported strong-man rule that would sit on the crazies. However, the correct policy, in my view, is to support strong man rule, only if they, in turn would institute democratic reforms, so that all would have rights to express grievances to the government so that all could participate in the affairs of state, so that they would not resort to the only means available, to wit, terror, to make a political point.
Currently we have a strong ally in Pakistan, and the turning of this Muslim country to activity hunt down Al Queda remnants in the western remote hills of Pakistan with US military materials support was a fantastic act of diplomacy by your administration that has directly lead to the capture Al Queda leaders with reduced nuclear threats towards India and with a reduction of hostilities in Kashmir. I understand that the earthquake in Pakistan presently preoccupies much of our effort there, rightfully so. I was so proud to see those displaced Pakistanis receiving food aid boxes emblazoned with "USA". This sends a strong message to those affected that the US stands tall in its compassion for others, and helps improve our image there. But, at some point in time, we must learn from our mistakes, and encourage President Musharraf to institute local democratic reforms, initially to municipal and regional elections, eventually leading to a duly elected parliament, and ultimately the presidency. Perhaps next year, after the emergency earthquake relief has been stabilized, you could publicly request Pakistan to move in democratic directions. The Pakistanis do have a recent history of democracy and the reinstitution of democractic reforms there seems to be an easy goal to achieve. A four prong diplomatic approach toward Pakistan, that is, earthquake relief, military materials support, democratic reforms, and nuclear disarmament, would go along way in cementing favorable views of the USA in that trouble region, whilst supporting an ultimate victory on the war on terror. Calling for democracy century, whilst not pushing democratic reforms in Pakistan, is not only hypocritical, but does not further the ultimate victory on the war on terror. Calling for democratic reforms in Pakistan in 06, with some movement or promises then would be timely for the November 06 elections, and that could be herald at the state of union in 2007, as another indication of our your bold and noble leadership.

GORI, Georgia - Russia said its troops began withdrawing from the conflict zone in Georgia on Monday, including the strategic central city of Gori, "according to the peace plan" that sought to end fighting has reignited Cold War tensions.
The statement by Col.-Gen. Anatoly Nogovitsyn came amid uncertainty about whether Russia was fulfilling its promise to begin the pullout Monday. He said troops were pulling back to South Ossetia — the breakaway region at the heart of the fighting — and to an unspecified security zone.

That is exactly what we want to do, is to keep them in a corner. The age of COLONIAL EMPIRES is gone, and Russia needs to wake up to that fact. The problem is not mutual annialation by neuclear bombs, but rather, defying, that is, changing Russia's strong-man culture, Putin's political base and the strength upon which Putin dares expand. There is absolutely nothing wrong with RUSSIA joining the west in promoting democratic ideals about the globe. This is the result desired. As such, I advocate Russian integration into UN WTO G7 NATO etc etc, in every way possible, to influence Russia toward pure democratic principles, while confining them through NATO expansion, which is really not a improper confinment but the only means in maintaining global peace through interconnectiveness supporting human rights everwhere. As far as the USD, Rubble, or Yaun, all that fiat trash should implode in the out years, when war and fiat (unfair power tools) are replaced by trade and gold (honest money world wide). We need to move Russia toward pure democracy and respect for the same world wide. They are hooked up, and just need to bring em in the boat, and hope a gafe wont be necessary. But I am afraid it will take another Decade of pounding FREEDOM's bell, for them to finally catch the tune, and that we want them on democracy's team, and full and respected member. We should want them success with economy, success in practicing full democracy, and be one of our BESTEST BUDDIES. In time, my friends.
